Emerald Legacy

Emerald Legacy is the finale to the three planned projects in the Legacy Trilogy. It is made using the Pokémon Emerald disassembly made by the Pret team. This game is focused on refining a game considered a classic, while using 20+ years of hindsight to improve the experience. Emerald is a great game with a ton of flaws when you look at the game critically; poor Pokémon availability, odd team-building choices, a great story executed poorly, baffling rival decisions, and an Elite Four in dire need of improvement. Despite these flaws, Pokémon Emerald has maintained a positive reputation with memorable Pokédex additions, fantastic gym leader ace Pokémon, abilities, the Battle frontier, and overall being a large step forward for the series. The Legacy Project aims to improve what makes this game great while improving its flaws.

Keeping that nostalgic feeling is a key part of the project and thus requires us to temper our changes into things that improve the experience but don’t take you out of that original generation 3 mindset. Things like the Physical/Special Split, adding moves, adding new evolutions, or adding the fairy typing are not things you will find in this game. Instead look for improvements to the Rival storyline, Team Magma & Aqua storyline, Tons of pokemon balancing using the tools given to us in this generation, a robust post game, improved boss fights throughout the game, adjusted level curve, and so much more. We are not trying to create a new game, nor are we trying to create a “Kaizo” game that is insanely difficult. We wanted to create a modern but nostalgic version of Pokémon Emerald. So please enjoy Pokémon Emerald Legacy.

🚲 General Changes

Quality of Life Changes are changes that we feel the developers would have added to the game if they had the hindsight, time, and resources to do so. A list of those changes are below.

QOL

  • Pokédex upgrade
  • Can now remove HM moves (adjustments have been made to prevent softlocks)
  • Fast save
  • Fast heal (first use gives full text)
  • Fast surf
  • Can now run indoors
  • Optional fast-travel after Meteor Falls, after Flannery, and after getting Surf
  • Post-game bike upgrade by speaking to Rydel
  • Can switch between Mach and Acro bikes using R
  • The Acro mode can jump up ordinary ledges while bunny-hopping
  • Repeated Field Medicine Use without screen auto-closing

Battle/Pokémon

  • Magma Armor now also reduces water damage, and is exclusive to magcargo. Camerupt gets Flame Body instead.
  • Illuminate now prevents accuracy drops and ignores enemy evasion
  • Now says new legendaries that can't fly ran away instead of flew away
  • Added new Hoenn Pokémon to the Hoenn Pokédex.
  • Hoenn Pokémon show up at the end of the Pokédex only once caught, or seen
  • Hoenn Pokémon are required to get Hoenn Pokédex completion and the Johto starters
  • Removed trade evolutions
  • Alakazam and Gengar evolve from Kadabra and Haunter at level 42, and not by trade
  • Golem and Machamp evolve from Graveler and Machoke at level 38, and not by trade
  • Slowking, Steelix, Politoed, Kingdra, Scizor, Porygon2, Hauntail and Gorebyss evolve like stone evolutions using their respective trade item
  • Pinch berries heal 1/4 instead of 1/8th
  • 50% defense boost for ice types in hail + Blizzard 100% accuracy in Hail

New gym leader rematch system

  • First rematch becomes available throughout the main game
  • Second rematch becomes available once you are champion
  • Automatically goes to this rematch on beating Steven whether you have fought first rematch or not
  • Norman calls for his rematch after Sootopolis.
  • Third rematch becomes available once you earn all Silver Battle Frontier symbols and speak to Scott.
  • Fourth rematch becomes available once you beat all third rematches
  • Rematches become available without having to enter a battle to trigger them
  • Leader rematch prizes (1st postgame rematch / 3rd total fight)

🦊 Pokémon Changes

Pokémon Changes

The core of the Legacy games’ updates has always been the Pokémon themselves. Our aim is to find each Pokémon’s role, whether existing or implied, and give it changes to better fit that role so the player has the most interesting options as possible for their team. We are not trying to make every Pokémon an S-tier monster; that presents the same issue that the base games fall into, where every Pokémon is vying for the same roles and you’re locked into just picking the same things every time. If everything's the same then nothing feels special.

Additionally, we absolutely do not change Pokémon types, as this is a slippery slope we feel quickly takes away from the “the way I remember” feeling that Legacy strives to preserve.

When balancing Pokémon, we primarily use the following changes to tune their capabilities:

Learnset - The moves at a Pokémon’s disposal can make or break their role in a team. We start here first, because often just gaining access to a few more options can redeem something.

Stats - If an updated learnset can’t quite cut it, we then turn to a Pokémon’s stats. Usually 20 points here or 10 there can give something just the edge it needs, but in rarer cases a heavier buff or a rebalance of stats entirely is necessary.

Evolution - Most of our Evolution changes are for QoL purposes, to make playing solo easier. However, sometimes we’ll also change an evolution level just to make a Pokémon better fit the game’s difficulty curve with its power spikes.

Location - Much like real estate, location is everything. A mid-power Pokémon in Victory Road is a sorry addition to your team, but if it was available to help you before the second gym it can really shine. Many Pokémon have had their availability adjusted so they appear at a more suitable time in the game to stand out against the crowd.

Abilities - Gen 3 offers a new and powerful wrinkle in Pokémon design that gives us one more method to power up a Pokémon. We tried to be reserved in our approach to changing Abilities, but we did give the following Pokémon some new options.

Stat changes are something that we resort to only if improvements to a pokemon's learnset can’t fix its potential to be useful in a playthrough. We then take a look at what role it is trying to fill or what role it could fill and give it changes to better fit that role. We aren’t trying to make every pokemon an S tier pokemon because then we are back to the same point where we started off with everything being equal filling up the same roles. If everything's the same then nothing feels special.

Evolution Changes

Sometimes, we will adjust the evolution method of a Pokémon to be different from base. There are two types of Evolution changes in Emerald Legacy: QoL, and Balance.

NOTE FOR EEVEE: The time-based Eeveelutions, Espeon and Umbreon, are unchanged from Gen 3’s original system: Umbreon evolves in the AM hours and Espeon in the PM hours.

Quality of Life 

In the interest of promoting the single-player experience that ROMhacks favor, all trade evolutions are removed in favor of level-ups or, if the trade requires an item, using the item from your bag like a stone instead of the held method. As another QoL change from Crystal Legacy, Hitmontop has had its “balanced stats” evolution replaced with using the Brick Piece instead.

In-Game Trades

Aside from their use in the Pomeg Glitch, the in-game trades in Pokémon Emerald can be very underwhelming and unintuitive; examples being trading a rare Ralts or Bagon for a less exciting Seedot or Horsea. We’ve changed every main-game trade and even added an extra to instead offer the player early chances to pick up a diverse set of Pokémon for their team, or grab a mid-late game pickup that shines better late. Additionally, most of the original trades were kept intact so the Pomeg Glitch exploits are still available for players who want to use them.

Boss Battles and Game Plot

We feel that the story of Emerald is an overall solid recontextualization of Ruby and Sapphire, themselves full of novel ideas, but many elements are mishandled. Generation 3 sought to differentiate itself from previous entries with a surprise storyline for your rival, a pair of evil teams who share their own rivalry, and other story beats that were daring for the series at the time.

We’ve gone through each of these key story arcs and built out dialogue, added events, and even additional battles to help the existing story of Emerald shine through even more. These changes are meant to only enhance the story, not completely overhaul it; if you are looking for an all-new story for Emerald, you may leave disappointed. Still, there are enough new turns and story beats to keep the plot fresh even for veterans.

Gym Leaders - Hoenn features some of the most iconic Gym Leader battles in the franchise, from Wattson’s Magneton to Norman’s Slaking, Flannery’s Torkoal, and Tate & Liza’s… whole team, honestly. We’ve aimed to preserve these legendary battles while making them even better!

Brendan and May - Your new neighbor from Littleroot goes from mentor, to friend, to fan as you progress as a trainer, but they still feature some powerful Pokémon of their own. Follow along to see the teams they’ll prepare as they collect and research the Pokémon of Hoenn.

Wally - A truly determined young rival, this sickly child who you teach to catch Pokémon has a lot of potential behind him. What new places will his journey take him? And what new chances do you have to watch his progress?

Elite Four - Emerald’s Elite Four has some soaring heights and depressingly repetitive lows. We expanded the Hoenn Pokédex just enough to add some new twists and challenges to these team members, and make them truly feel like the final boss battle Emerald deserves. Oh, and… Steven’s back.

Teams Aqua and Magma - There’s more to the oceans than Water, and much more to the land than Ground and Fire. We sprinkled in some new variety to these teams to break up the monotony of the same Pokémon from their Grunts - plus, Courtney has rejoined Team Magma, Archie learned how to double battle, and both teams’ storylines have fresh new dialogue to help bolster the soundness of their causes.

🌱 Littleroot Rival

Rival Storyline

The Rival is one of the most important parts of the story of a pokemon game. They are one of the key battles of the game that motivate you to keep going and provide a scaling challenge with you as you progress.  The rival of Hoenn is a new type of rival however. Silver and Blue were Rivals who were antagonistic towards you. Constantly pushing you to want to beat them and in the Case of Blue became the ultimate challenge of the game. Silver was a character who started off as a bully and grew into something more as the game progressed and he learned how to love his pokemon.

The rivals of this game instead are the first of the friendly rivals that instead of being rude or mean they are friendly and helpful. They give you things and help you on your quest while they also follow a similar quest. However, that is part of the twist. After the links to their teams, scroll past the spoiler shield to read how their story unfolds in Emerald Legacy.

Spoiler Shield

The rival starts off as a strong challenge to you as they start off wanting the same thing as you to become a strong pokemon trainer. However, over the time of the game the Rival learns that their passion lies somewhere else. Instead they prefer catching and researching pokemon just like Professor Birch. You see this progression in their team building with the focus switching from a balanced team to more of a collection of rare pokemon. Their last fight concludes at Lilycove where they let you know where their true passion lies. Then after the events of Sootopolis the rival gives you one final farewell as your Battling rival and goes to join Professor Birch in the Lab as a researcher. This leaves part of the game feeling empty with no rival challenge left before you and the Elite 4. This is where the second and true rival of the game steps in with Wally. You fight him 2 times before this hinting at his status, however he reaches his full potential at the end in Victory Road where you have a battle with your new true rival as he realizes his potential despite his health and confidence. This is how we upgraded the existing story of the rivals and we hope these small upgrades lead to a more cohesive story.

Wally is a great idea that could be handled better. The idea that this sick kid is actually your true rival that you fight in Victory Road is a great idea, but there just aren’t enough interactions with him to really show his story and for many players his appearance in Victory Road can feel random. This is hardly surprising; after all, you only fight him one time, see him one other time for a moment, and then forget he exists for the rest of the game. We have added to his story to make that Victory Road showdown a true final rival experience.

Teams Aqua and Magma

The Team Magma and Team Aqua storyline is cool in theory but very lacking in execution. Both teams look like idiots throughout the plot and it resolves on a very weird note. We have simply improved the actual teams themselves which were absolutely atrocious and added to their dialogue to make the teams motivations make more sense. In addition, we re-added Courtney from Ruby Version, as well as granting some much-needed exposure to Team Aqua bosses. Trying to make their motivations actually make sense within the context of the story was hard, but as you play we think you will appreciate the changes.

The Post Game has been massively built upon and expanded to make the things that you can do actually matter. Everything in the game now has purpose to it and these areas of the game that you normally never would go actually have purpose to them. New Rewards, More Challenge, and some added QOL will make the experience easier to achieve in most cases even with the added difficulty of our games.

Contests

Contests are a unique alternative to battling that saw their first introduction in Gen 3. In this mode, the player performs special combinations of moves to disrupt other contestants and wow the audience. We decided not to alter this gameplay from the original game.

Instead, we simply aimed to give the player more incentive to engage with this sometimes confusing and often unrewarding game mode.

Improved Rewards

If you can achieve a top score in the Lilycove Master Rank Contests, you’ll be rewarded with a rare Pokémon befitting the challenge. Once you beat all five, you can earn another special reward too.

To earn these rewards, make sure the Museum Curator notices you! Speak with him before attempting Master rank.

Pokéblock Rework

A core part of raising Pokémon for Contest participation is to blend berries into quality Pokéblocks to raise your contest stats. This system was designed to reach its full potential by blending with other players, though, and so a solo player might find it limiting and incomplete. In fact, getting maximum contest stats even in just one or two Conditions can seem near impossible in the original game without help.

To combat this frustration we’ve made some changes to how Pokéblocks work.

Sheen

Sheen is the stat which determines whether your Pokémon can keep eating Pokéblocks. To make it easier to raise a Contest Pokémon or evolve Feebas, the following changes have been made:

  • Sheen has been uncapped.
  • When your Pokémon reaches 100 Sheen, they can still continue to eat more Pokéblocks; however, they now receive diminishing returns from any blocks given after the now-soft cap.
  • The higher the Pokémon’s Sheen (starting from 100), the less stats each Block will give.
  • No matter how high a Pokémon’s Sheen, it will always gain at least one point in its contest stat(s) from Pokéblocks.

It may take a while, but it’s possible to max all five stats on one Pokémon with ease

Feel and Berries

The amount of Sheen increased by a Pokéblock is determined by its Feel, which in turn is determined by the Smoothness of the berries used for it, as well as the accuracy of all participants in the Mixing minigame. The following updates were made to make it easier to produce Pokéblocks with a low Feel score, while still getting high-level Blocks for strong stat gains.

  • The Blend Master, normally a daily event, is now guaranteed to appear all the time once you’ve become the Champion.
  • The Blend Master has near-perfect precision in the blending minigame.
  • He also will always use the best berries in the game, even if you bring the ones he’d normally use - he now upgrades to a better option than yours instead of a worse one.
  • Several berries have had their Smoothness decreased so they produce better blocks.
  • On top of this, many of the best berries also had their growth time decreased to encourage growing the best berries for your Blocks.

🧠 Battle Frontier

This will be added later once I get everything squared away but I will put my design philosophy here.

The Rentals of the Battle frontier have been designed with the purpose of fixing some of the biggest gripes of the original game. Too much double Team for no reason, Ungodly amound of OHKO Hax, too much bright powder, and tons of repeated sets with no real variety.

What I have done is added variety to the sets using moves and items that never showed up. In addition wanted to have balance between these 4 set styles:

  • Utility Mons- goal is to interrupt the enemy or support your team.
  • Offensive Mons- Mons focused on solely outputting damage.
  • Set Up Mons- Mons that use set up moves to carry fights.
  • Defensive Mons- Tanks that can provide much needed stability or complete counters to other pokemon.

Expect to see items and moves you probably havent seen in the Frontier before.

  • Torment
  • Taunt
  • Haze
  • Trick
  • New Baton Pass strats
  • New Set Up Pokemon
  • Pinch Healing Berries
  • Stat Boosting Berries
  • Imprison
  • Endeavour
  • Snatch
  • And so much more

In addition Jirachi, Celebi, Mew, and Deoxys Defense/Speed have been unbanned for you to use throughout the frontier. This was done so that you could have a place to use these pokemon as a reward for finding them in game. Other Legendaries can be used in Trainer Hill or against the games various post game trainers but were found too strong for the frontier.

Double Battles have also been given the ability to fight their respective brains in that format. Note Battle Tower and Palace will have the Frontier Brain at a 3 v 4 but do not expect to just win these fights still I have overtuned their teams just so they can handle this disadvantage. I will look for solutions to this problem in the future but I wanted players to have the freedom to do the frontier as they wanted. With both formats able to give their rewards if you build a team better suited for one or the other.

New Shops and items have been added to post game shops in the Frontier to give them more purpose.

EV Trainers have also been added to the frontier. Look for the different Eeveelutions and the trainers next to them so you can EV train your pokemon Properly.

Factory Rentals

Round 1 has overall weaker set quality

Round 2 has alot of set up mons in it as well as some counters to them.

Round 3 has alot coverage and generically good sets.

Round 4 is where you see the dangerous sets start to come in.

You an also see some pokemon with strong sets from the Level 50 pool make appearances throughout the rounds such as, Swellow, Cacturne, Sharpedo, Absol, Zangoose, Venomoth, Smeargle, Ninjask, Yanma, and more.



The Biggest change I made is to the Legendary tier of pokemon that appear after round 5. Instead of some random pokemon getting like 8 sets I changed it so that a ton of pokemon get a 5th set. So now these rounds include:

  • 5th set of many pokemon
  • Legendaries get 6 sets
  • Mythicals get 5 sets
  • Latis get 7 sets
  • Psuedos get 8 sets

In the future I will put a ton more work into the Level 50 early rounds but as of now they have seen some generic improvements. I wanted to get the Open Levels balanced really well as all facilities use these rentals throughout the Frontier. They are just organized differently with different trainer classes at different rounds bringing different pokemon.

Trainer Hill has been revamped to give a reward to our awesome playtesters. They have each been given a slot to add in a team of 3 inside each floor. In addition Admin for the discord were given a full team of 6. You will essentially see teams made by them to not only make the challenge hard but also just showing off their personalities and favorite pokemon. Expert is extremely difficult so be prepared for that if you want the rewards.

There is no pokemon ban list in Trainer Hill and it is accessible in the post game so use whatever strategy you can think of to get the lowest time possible. We will keep a leaderboard of those times on the discord for those ultra competitive souls.

Post Game Trainers are designed to make up the hardest fights in the game, where the player can truly put their team to the test. These teams are designed by Aerogod223 & TheSmithPlays to show off so many features and quirks of the battle system of Generation 3. With Pokémon and movesets that maybe aren’t always the most powerful in a specific circumstance, each team aims to bring the unexpected and show off the niche capabilities of the system while demanding the player to bring their all.

Gym Leader Rematches - The gym leaders of Hoenn are raring for another chance to battle the new Champion. How well does your team stack up to their second rematch? Third? How about when they pull out all the stops? All those battles are covered here.

Elite Four Rematch - You’ve proven yourself the best and become the Champion - but now, a familiar challenger has arrived. Defend your title as the full might of the Elite Four is brought to bear, and prove to Wallace who the real Champion is.

Assorted Trainers - New friends, old rivals, and a familiar trio of developers await you within the caves and ruins of Hoenn. You’ll want to bring your A-game for these top-tier trainers.

Gym Leader Rematches

Gym Leader Rematches are designed with the intent of showing off their types’ fullest capabilities in battle, using different combinations and strategies to show off their skills as a gym leader as well as their pokémon. No gym leader loses their ace in any of their rematches (sorry Roxanne), but they can get pokémon from outside the Hoenn dex in postgame. Here is a general design principle we used for each tier of rematch.

  • Battle 2 - Rematches that happen progressively through the main game. These battles are covered in the main Gym Leaders page.
  • Battle 3 - Unlocked after beating the Elite Four. An upgraded team meant to be on par with an Elite 4 team. National Dex Pokémon start to appear, and you might earn some help with your own dex as a prize.
  • Battle 4 - Unlocked after achieving all Silver symbols in the Battle Frontier and speaking to Scott. A more competitive team fitted with items and good movesets showing off a more defined team strategy.
  • Battle 5 - Unlocked after completing the previous round of rematches. A fully competitive team designed to be the best their type can offer with their available options. In most cases they will serve as an upgraded version of their original team. These teams also introduce EV-trained pokemon as well.

Elite 4 Rematch

The Elite 4 is designed as one of the hardest challenges in the game while keeping their original theme intact. This proves to be a challenge when there is not a ton of character given to each member. Each theme is listed below.

  • Sidney - “Offense is the best defense” In addition to being a dark type specialist, that quote is essentially his whole character. So, we add a little diversity to a team that is meant to be hyper offensive.
  • Phoebe - a Mystical Theme tying in her origins being from Mt. Pyre. Overall a more tricky team meant to delay the opponent with unexpected tricks.
  • Glacia - An Icy team that relies on Hail and is merely an upgraded much more dangerous version of her normal team.
  • Drake - His Dragon team is upgraded with some pokemon that are sea serpent in appearance+some new dragons.
  • Wallace - The new challenger for the Champion status. With a water team very reminiscent of his original Champion Team with some upgrades.

  • There’s no day/night system, but there is still a clock. Umbreon evolves in the AM hours and Espeon in the PM hours.

  • Where do I find all the Pokemon in postgame? The doc list is incomplete.
  • The Locations section in this doc only lists first-time main game captures, for more detailed info check the links at the top of that section.

  • I checked the postgame location of a Pokemon, but it’s not there?
